This week has been particularly tough on Philippine taxpayers.

The BIR wanted to STRICTLY IMPLEMENT eFILING via the issuance of Revenue Regulation No. 5-2015 published March 19, 2015 (barely a month before the Income Tax deadline). 
The problem: It was hard accessing the eBIRForms and eFPS sites due to usage overload.
The BIR suggested alternative sites to download the eBIRForms,
but a lot of taxpayers still have a difficult time with the system, considering that not all taxpayers are computer-savvy and that it is hard to access the sites.

FINALLY!

BIR issued RMC 18-2015 deferring the eFiling of “No Payment” Returns.

Here are excerpts from the Revenue Memorandum Circular:

“In order for the Bureau to focus on ITRs with payments, “No Payment” Returns may be filed MANUALLY ON OR BEFORE APRIL 15, 2015 with the Revenue District Office where they are registered, through the use of the official printed forms or the offline eBIRForms Package which can be downloaded at the BIR website or on alternative websites listed here.
“No Payment” Returns filed manually shall be re-filed electronically ON OR BEFORE JUNE 15, 2015.
Penalties imposed under RR No. 5-2015 on filing using a mode/venue differed from that prescribed shall be waived provided the subject ITRs have been RE-SUBMITTED ELECTRONICALLY in the BIR’s systems on or before JUNE 15, 2015.”mufavicon

    Hello. Please help.

    I just added a comment on https://www.mommyunwired.com/2015/03/bir-to-strictly-implement-efiling.html but the subject fits here better.

    I'll just write it again.

    I filed my "no payment" 1701 annual manually last before the April 15 deadline. Now, I just e-filed the same 1701 annual and received a confirmation email.

    Am I supposed to have this email, printed and submitted to the RDO for receiving along with a copy of the 1701 + attachments that I have previously filed manually?

    It's really hard to ask the RDO helpdesk from my area because the only answer that I get are "penalties".

    Please help.
